BUFF '619 was, when he photographed it, part of the “Crested Dove” program, a Higher Headquarters (HHQ) directed plan to add tired old “D models” to active SAC “G&H” bases to increase the apparent numbers of available BUFFS on alert to counter the Soviets in the early stages of the Strategic Arms Limitation Talks (SALT).
